Unhappy with the quality of the work, the Peralta Community College District last year ended a no-bid construction-management contract awarded to a company owned by a longtime friend and business partner of Chancellor Elihu Harris.
Laney College and the district were "adversely affected" by the work of 1701 Associates, Vice Chancellor for General Services Sadiq Ikharo wrote in a Feb. 28, 2008, letter to Mark Lindquist, an Oakland developer with whom Harris has owned land and a radio station.
